Charlotte Scott
Founder and Chief Executive Officer
Charlotte is the founder and Chief Executive Officer of Mafisa. She has worked for the Zambian government, UNICEF, and various development organizations, notably playing a leading role in the establishment of Zambia’s Social Cash Transfer Scheme.
Internationally, she served as UNICEF’s Chief of Social and Economic Policy in West and Central Africa, and authored the Global Thematic Report on Inequality, which guided the adoption of Sustainable Development Goal 10.
Charlotte holds a PhD focused on the drivers of chronic poverty in rural Zambia. She currently chairs Zambia’s National Food and Nutrition Council and sits on scholarship selection panels for the Rhodes Trust and the Beit Trust.
In the past she has served on other boards including the Zambia Wildlife Authority and Oxford University’s International Advisory Committee on Africa. Charlotte is a Zambian citizen.

Chileshe Chilangwa
Chief Operating Officer
Chileshe Chilangwa is the Chief Operating Officer for Mafisa. In the 1990s, Chileshe established and led one of Zambia’s first successful local NGOs focused on rural livelihoods. Since then, she has managed large projects in Zambia and other regional countries, focusing on health, HIV/AIDS, food security, nutrition, education, and economic empowerment.
She excels at organisational development, and at building effective teams.
Chileshe holds an MSc in Development Studies from the University of Bath, England, and a BSc in Food and Nutrition Science from Indiana University of Pennsylvania, USA.

Monica Mulunda
Chief Financial Officer
Monica Mulunda is the Chief Financial Officer at Mafisa. Previously, she has served as Regional Financial Controller and Associate Director, Finance & Administration for a large international NGO, handling finance and administration functions for budgets over $30m per year.
Monica holds an MBA specialising in strategic planning, CIMA Associate membership, and a Bachelor of Arts degree in Accounting & Finance.

Stephen Mumbi
Head of Expansion and Delivery
Stephen Mumbi is the Head of Mafisa Expansion and Delivery. He is a specialist in community development and has expertise in building relationships and capacity at community level.
Previously he served as Program Officer Rights in Crisis Oxfam GB Zambia as well as Program Manager for Hodi.
Stephen holds a Degree in Social Work and a Diploma in Sociology obtained from Evelyn Hone College in Lusaka.

Zozi Nalishuwa
Specialist in Rangeland Management
Zozi is the Specialist in Rangeland Management at Mafisa. He is an agricultural economist, and previously led integrated farming programme projects in Mongu, Senanga, Nalolo, Limulunga, funded by the Czech Development Agency.
Before this, Zozi worked for CeLIM, SNV Zambia (Sustainable Nutrition for All-II), SNV Zambia’s Market-Led Dairy Innovations Project (M-DIP), and a range of climate-smart agriculture programmes.

Chindika Sakala
Senior Finance Officer
Chindika is Senior Finance Officer at Mafisa. Chindika specialises in budgeting, financial analysis, and grant management, alongside internal audit, partner capacity building, and project coordination.
She has previously worked at WorldFish Zambia, and CARE International.

Pamela Kalimukwa
Senior Specialist, Technology Innovation and Data Management
Pamela Kalimukwa is Senior Specialist, Technology Innovation and Data Management at Mafisa. Pamela has worked for eight years as a data analyst in the finance, clean energy and agriculture sectors.
She has strong skills creating stunning, summarised data visuals and dynamic dashboards that enable leaders to make data driven decisions.
Pamela has developed expertise in working with rural communities, setting up systems to collect and process data from hard to reach, remote areas that have minimal connectivity.

Tatila Chuula
Community Programmes Officer
Tatila Chuula is the Community Programmes Officer at Mafisa. She has previously worked in a range of SMEs across retail, construction, architecture, NGO, IT, farming and real estate sectors.
She ensures the effective delivery of services across the Mafisa programme.

Mwiinga Kalimbika
Animal Health Officer
Mwiinga Kalimbika is serving as the Animal Health Officer at Mafisa Delivery. Mwiinga has a strong background in animal health and a deep commitment to improving livestock welfare.
Mwiinga plays a vital role in ensuring the successful delivery of animal health programs and interventions.

Patrick Masiliso
Programme Officer
Patrick Masiliso is the Mafisa Programme Officer. He supports the delivery of the Mafisa programme, using his extensive local knowledge and community development skills, supplemented by his knowledge of conservation and bee keeping.
Patrick has a Diploma in Forestry from the Zambia Forestry College.

Stella Matakala
Programme Assistant
Stella Matakala serves as Programme Assistant at Mafisa. Stella is responsible for supporting and coordinating various program initiatives.

Emmah Nkhoma
Senior Programmes Officer
Emmah is Senior Programmes Officer. Prior to joining Mafisa, Emmah facilitated business education and digital transformation training to vulnerable women entrepreneurs through Spark Zambia Business Trainings.
Emmah has a degree in Geography from the University of Zambia and a Certificate in Business and Entrepreneurship Development from the University of South Africa.

Wendy Kasonde Kabamba
HR Officer
Wendy Kasonde Kabamba is HR Officer for Mafisa. Wendy brings over 13 years of experience in both the public and private sectors.
In her previous HR roles, Wendy successfully managed key functions such as talent acquisition, employee relations, and overall HR operations, contributing to organizational growth and fostering a positive workplace culture.
Wendy holds an Advanced Diploma in Human Resource Management from ABE and is currently completing a Bachelor’s degree in HRM. She also holds certifications in People Management and Health & Safety.
As a registered member of the Zambia Institute of Human Resource Management (ZIHRM), Wendy is highly knowledgeable in Zambian labour laws and stays up to date with the latest HR trends.

O’Brian Ntalasha
Accountant
O’Brian is the Accountant at Mafisa. He comes with several years of experience in finance with special skills in general ledger, payables, receivables, cash/bank, payroll, statutory reconciliations and reports.
He holds a diploma in accounting and is a member of the Zambia Institute of Chartered Accountants.

Ackim Simushi
Field Accountant
Ackim Muyunda Simushi is the Field Accountant at Mafisa. He is a finance professional specializing in budgeting, financial planning and analysis, corporate finance, credit and risk management, compliance, and regulatory affairs.
These specialties have enabled him to excel in roles requiring meticulous attention to detail and strong analytical skills.
Ackim holds a BA in Economics with Mathematics from the University of Zambia.

Cybill Muyeleka
Administration, Logistics and Procurement Officer
Cybill is the Administration, Logistics, and Procurement Officer at Mafisa. Cybill has a proven track record in optimizing supply chain operations and streamlining administrative processes, and brings a strategic approach to managing logistics and procurement functions.
Previously Cybill served at Technoserve, Lusaka.

David Kabani
Senior Specialist, Carbon Planning and Data Reporting
David Kabani is the Senior Specialist, Carbon Planning and Data Reporting at Mafisa. David is a seasoned professional with close to a decade of experience in carbon finance, specializing in climate mitigation and enhancing community livelihoods.
He previously played a pivotal role in managing the REDD+ project as a Sector Manager in the South and North Luangwa landscapes, where he focused on integrating sustainable practices to combat climate change while supporting local communities.
David’s expertise spans across carbon markets, conservation, Verified Carbon Standards (VCS), community climate biodiversity (CCB), strategic project management, and aligning environmental sustainability with economic benefits for communities.

Zoole Newa
Head of Strategic Planning and Programme Development
Zoole Newa is the Head of Strategic Planning and Programme Development at Mafisa. Previous roles include Embassy of Sweden as Programme Manager, overseeing projects in the areas of Agriculture, Environment, Market development and general rural development. He has also worked for NGOs namely the Agricultural Consultative Forum (ACF) and Zambia Chamber of Small and Medium Business Association (ZCSMBA).
Zoole served in the Government of Zambia under the Ministry of Agriculture as Head of Department for Market and Cooperative Development in Kafue District. During his engagement with the Ministry, he was a part-time lecturer at Cooperative College of Lusaka teaching agribusiness and cooperative development courses.
Zoole has an MBA (General) from Mulungushi University, an MSc in Natural Resources Management (specialised in Planning and Coordination) from University of Twente (ITC faculty), Netherlands and a BSc in Agricultural Science (Major in Economics) from the University of Zambia.

Namakau Mwala
Head of Strategic Planning and Programme Development
Namakau is the Field Manager at Mafisa. She has prior experience as a Scheme Coordinator for the United Nations Development Programme (UNDP) on the Inclusive Growth and SDG Unit, focusing on promoting Human Security through sustainable resettlement in Zambia.
She has extensive experience in various local and international NGOs, focusing on organization capacity building, stakeholder engagement, health, gender, sustainable livelihoods, climate change mitigation, and project management.
Namakau has a BCom Honours Degree in Public and Development Management, a Bachelor’s Degree in Development and Environment Studies from Stellenbosch University, a Diploma in Social Work, and an Advanced Certificate in Social Development from Mulungushi University.

Mufaya Mufaya
Veterinarian and Animal Health Specialist
Mufaya is a dedicated veterinarian and Animal Health Specialist at Mafisa, with over four years of experience in the feed and pharmaceutical industries. He brings a diverse background in animal health and nutrition, combining extensive expertise in veterinary care and research.
Previously, Mufaya served as a Technical Sales Manager at Pembe Flour Mills Ltd, where he achieved record sales and played a key role in the expansion of the feed section. His passion for advancing animal health and welfare drives his commitment to applying diligent veterinary care and upholding the highest ethical standards in the profession.
Mufaya holds a Bachelor’s degree in Veterinary Medicine from the University of Zambia.

Mutale Ballard Zulu
Head of Livelihoods and Community Development
Mutale is Head of Livelihoods and Community Development at Mafisa. He has worked in rural development for 35 years, notably in the Ministry of Agriculture, Food and Fisheries, Famine Early Warning Systems, Michigan State University, the United States Agency for International Development and the Indaba Agricultural Policy Research Institute.
He has also served in consultancy roles with several organisations including WFP, ICRAF, CIFOR and FAO. He thrives in technical, supervisory and strategic roles.
He holds an MSc from the University of London in Agriculture Economics, a BA in Economics and Business Administration from the University of Zambia and is in the final stages of a DBA with Malaysia’s Binary University.

Lulu Chuulu
Community Programme Manager
Lulu is the Community Programme Manager at Mafisa. She is an international development professional with 9 years experience in alternative livelihoods and community development.
She has worked for both quasi government and nongovernmental organizations in various projects which contribute to the achievement of sustainable development goals.
Her professional experience spans areas such as climate change, education, conservation, agriculture, technology and innovation promotion and capacity building.
She has a Master’s Degree in International Rural Development and a Bachelor’s degree in Education.

Grace Zimba
Manager – Programme Implementation and Service Delivery
Grace is Mafisa’s Manager – Programme Implementation and Service Delivery. She is a dedicated developmental analyst, passionate about fostering sustainable growth in rural communities.
She has a strong background in project management and community development, working with NGOs and government institutions on multi-sector projects that speak to lives of undeserved communities.
Grace holds a bachelor’s degree in Demography with Development Studies and is currently pursuing her Master’s degree in Epidemiology and Biostatistics.

Pascal Kalenda
Head of Water Resources and Construction
Pascal is Head of Water Resources and Construction. With 18 years in Zambia’s water sector and the southern region at large, he has led critical infrastructure projects and provided technical assistance to various ministries and international initiatives supported by KfW, AfDB, DANIDA, and UNICEF.
Pascal excels in design review, project management, and contract management. He was previously a Senior Engineer and Project Manager at COWI. Pascal is a registered Professional Engineer (Pr. Eng.) and a certified Project Manager and holds a B.Sc. in Industrial Construction Engineering and a Post-graduate Diploma in Integrated Water Resources Management.

Peter Chiengi
Drilling and Construction Manager
Peter is the Drilling and Construction Manager at Mafisa. He comes with over 18 years’ experience in supervisory roles, training and capacity building in Rural Water Supply and Sanitation.

Rodson Chibanda
Manager of Workshop and Logistics for the Water Team
Rodson is the Manager of Workshop and Logistics for the Water Team at Mafisa. He has worked as a drilling technician in the Ministry of Local Government and Housing and as a site inspector under Gauff Engineering. He was also a consultant under AGw LTD and a senior field inspector under Gopa Infra.
